The City of Lockport is looking for a talented individual who seeks to lead the City’s engineering efforts. The successful candidate will be a collaborative person, working with colleagues in a variety of settings to find solutions that build relationships with City leaders, contractors, the development community, residents and internal colleagues within various departments. Being customer service oriented and a good listener while being able to make decisions that protect the City’s interests are critical functions of the position.
SUMMARY: Under general supervision and direction from the Director of Public Works, this position performs professional, construction and engineering duties for the City. Work involves planning, implementing and completing City infrastructure projects in a timely and cost conscious way. Responsibilities will include creating project construction costs, scheduling projects, administration of contracts and coordination of projects to ensure projects are delivered on time and within budgets, review private development impacts to City infrastructure. Assist with planning programs and activities of the department, including the City’s capital improvement program. The successful candidate will also assist with, or review, master planning, code reviews/revisions and activities within the department as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES:Essential duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is similar, related or logical to the position.
- Prepares estimates of anticipated budgetary requirements for City projects and assists with department budget generation.
- Provides construction observation services for City projects.
- Supervise City engineering staff.
- Supervise City infrastructure projects from design approval through completion; including oversight of consultant engineering firms.
- Assist internal and external Engineering staff with City infrastructure project planning.
- Manage annual City infrastructure construction projects; evaluate City infrastructure plans for possible cost overruns, schedule impacts and constructability and make recommendations as to how to address them.
- Review work progress on a daily and weekly basis to ensure schedule and budget targets are being met.
- Assist with review and provide comments on City infrastructure impacts from private development projects submitted to the City.
- Assist with NPDES and SWPPP evaluations of City projects. Assist with City NPDES outfall inspections.
- Evaluates City mapping, surveys, aerial photography and GIS information to plan projects.
- Prepare weekly and monthly project status reports.
- Ensure proper construction industry standards and techniques are being followed.
- Assist with project scope generation and contract negotiations for City infrastructure projects.
- Attends Pre-construction meetings to review City policies & expectation during construction activities – internal (City) and external (development) projects.
- Provide survey assistance and construction layout for City projects as needed.
- Attends meetings and prepares information, written reports and comments on agenda items as required.
- May provide information as required in the development of the City’s annual capital improvement program. Prepares individual project reports for capital improvement program.
- May participate in developing general policies in consultation with appropriate division supervisors for the operation of the department.
- Works with the public during City infrastructure projects to answer questions, communicate project schedules and communicate potential impacts.
- Assist with project As-Built data collection and implementation into the City GIS program.
- Participate in safety trainings and meetings for internal staff and on-site coordination.
- Assist with training seasonal & internship employees.
QUALIFICATIONS:
- Bachelor’s Degree in Civil Engineering or related degree required.
- At least 10+ years of experience in capital infrastructure project construction management and/or project management work with a government office or consulting firm.
- State of Illinois P.E. registration, required
KNOWLEDGE, SKILLS & ABILITIES:
- Ability to drive construction project forward to meet or exceed key performance indicators.
- Knowledge and understanding of construction industry means and methods.
- Knowledge and understanding of local, county, state and federal laws relating to construction projects and practices.
- Firm understanding of construction management principles including planning, cost estimating, plan & specification generation, scheduling, reporting, tracking and closing out of City infrastructure projects.
- Modern methods and techniques used in the design and construction of water distribution, sewer collection, stormwater collection & routing, grading and transportation infrastructure projects.
- Laws and regulations pertaining to civil engineering, municipal improvements, and public works projects.
- English usage, spelling, grammar and punctuation.
- Computer skills using Windows, Microsoft Office, Adobe Acrobat, ArcGIS and Microsoft Outlook.
- Prioritize and organize various assignments in order to produce efficient results.
- Communicate clearly and concisely, both orally and in writing.
- Understand and follow written and oral instructions.
- Provide tactful and appropriate responses to inquiries from the public, other departments or agencies.
- Excellent project management and time management skills.
