Danville has a rich history dating to its incorporation in 1827. Beginning with its natural resources and river systems that were attractive to settlers and others for trade, it developed throughout the early years with a focus on railroads, coal mining in the area, and brick manufacturing. Danville serves as the County seat of Vermilion County and remains its largest community. Danville is conveniently located on the Illinois/Indiana State line along I-74 and the Dixie Highway (Illinois Route 1) with easy, day-trip access to metropolitan Chicago, Indianapolis, and St. Louis areas. Danville is also 30 miles east of the University of Illinois at Urbana-Champaign.
Like many other midwestern communities, Danville has transitioned from its days as a heavy-industrial community, to one with a more dynamic and diversified economy. Home to Danville Area Community College, there are quality educational opportunities for life-long learning in the area. The University of Illinois is 45 minutes west, and Purdue University is about 1 hour northeast of Danville.
The Danville Sanitary District (DSD) was created through a voter referendum in 1935. It is a “Special District” form of municipal government in Illinois. DSD is separate from the City of Danville, and its governance is overseen by a Board of three District Trustees that serve 3 year- terms. The Trustees are appointed by the Board Chairman of Vermilion County with the concurrence of the Vermilion County Board. DSD is controlled and operates under the Sanitary District Act of 1917.
The original Publicly Owned Treatment Works (POTW) was placed into service in 1937. DSD provides wastewater treatment for residential, commercial, and industrial customers within Danville, and a few customers outside the city. The facility is designed for flows of 16 MGD average flows and 24 MGD for peak flows resulting from weather events. Current dry-weather flows tend to be around 6 to 7 MGD, peak flows can reach 30 MGD during more extreme weather events.
Danville Sanitary District as an organization, has a total of 18 full-time positions and a few part-time positions. The Leadership team includes the Executive Director, Director of Engineering and Operations, Director of Finance and Administration, and three Supervisors’/Managers that assist in oversight of day-to-day activities. The District Engineer position will start at the Supervisor/Manager level, with the opportunity and expectation to quickly rise to the Director’s level upon retirement of the current Executive Director in late 2025. The district is implementing its succession and transition plan that results in the Executive Director position becoming available again in late 2027 to mid-2028.
The District Engineer is responsible for analyzing, planning, and managing major capital programs and facility/infrastructure improvements. Additionally, the position performs oversight of Consultants, Contractors, and other external parties including, but not limited to solicitation and procurement of contractual and professional services, implementation of District Ordinance requirements, interaction regarding development/re-development projects in the service area, assistance with preparation of budgets, submission, and execution of grant programs. This position serves as a Division Head of the District for leadership, guidance, and accountability. At times, the position provides back-up for Superintendents, Director of Engineering & Operations, and/or Executive Director when necessary.
Major engineering duties include; organizing and maintaining a system for all District plans and specifications for ease of reference and preservation of documents, recommends the needs of the District regarding hardware and software necessary for District to implement appropriate engineering design capabilities, manage and utilize the District’s CMMS system to prioritize asset maintenance and replacement, serves as District lead in procurement and management of professional services related to Capital and other projects, ensure Quality Assurance and Quality Control is appropriate for tasks, perform engineering design services for minor projects within the scope of staff capabilities and capacity, prepare bid specifications and manage the procurement of goods and services in accordance with requirements of the District Purchasing Policy, coordinate, negotiate and satisfy all requirements of Federal, State, and Local agencies with jurisdiction over District facilities and programs including, but not limited to; EPA, IEPA, IDNR, FHWA, IDOT, ICC, Railroad Organizations, Vermilion County & City of Danville.
Additionally, the major financial duties include responsibility for coordination and evaluation of District asset values to ensure proper insurance coverage policies including, but not limited to, General Liability, Property & Vehicle Coverage, and special coverages. Perform and/or oversee all reporting requirements and assistance with claims administration, work with leadership team and others to continue development and implementation of a comprehensive Asset Management Program accounting for life-cycle costs and planned replacement of mission-critical components, lead the Divisions participation in all fiscal planning, budget preparation and management. Especially focused regarding Capital projects and identified needs, and continually analyze and evaluate Division processes and programs to identify areas of desired improvement and opportunities for gains in efficiency and/or effectiveness.
Education and Experience
• A bachelor’s degree in civil engineering from an accredited University. Advanced degrees in multiple disciplines and/or specialized curriculum in wastewater/environmental beneficial. • Minimum 5 years of process wastewater engineering experience. • Previous management experience beneficial. • Registered as a Licensed Professional Engineer in Illinois, or the ability to obtain a registration for Illinois (Reciprocal) within six (6) months after date of hire. • Experience in public regulatory compliance requirements and other relevant work experience beneficial. • Experience with Capital Improvement/Project design, analysis, and implementation is preferred. Includes identification and solicitation of funding sources. • Experience in a position with daily responsibility for concurrent development and management of multiple projects. • Extensive related experience will be considered in lieu of these position requirements if they represent similar skills, knowledge, and levels of responsibility. • Additional License’s or other designations/certification beneficial. • Class I Illinois Wastewater License beneficial. • Must possess a valid Illinois Class D driver’s license without restrictions.

Includes the ability to prepare and make public presentations regarding District projects, regulatory matters and/or other items. • Possess high-level problem-solving and decision-making abilities to include, compilation and evaluation of relevant data, current conditions, and consideration of impacts to the district and stakeholders. • Ability to multi-task on a continual basis, work in a fast-paced environment, address unanticipated task changes and refocus after interruptions. • Be capable of program and process analysis, including level of service standards, and have a demonstrated ability for recommending changes to improve efficiency and effectiveness. • Direct ability to interact and negotiate with regulatory agencies and other organizations with jurisdiction over District matters. • Offer creative solutions when problem solving. Be open to changing the approach to improve performance and efficiency. • Possess the ability to work collaboratively and empower staff by valuing their work and solutions for improvement. • Possess a sound understanding of the technical aspects of infrastructure improvements enabling successful completion of each. • A record of continuing education and training to keep up to date with innovative management solutions and effective analysis methods.
The Danville Sanitary District offers a competitive benefits package. The starting salary range is $115,000 - $150,000 +/- DOQ and experience. Due to maintaining the public health importance of this position, the individual selected will be required to work daily at the Sanitary District Plant. Any remote work would be rare. The position participates in the Illinois Municipal Retirement Fund (IMRF). Residency is not required but it is preferred that the successful candidate relocates within 40-45 miles of the District Office.
