The City of Albany Department of Water and Water Supply operates and maintains the water and sewer infrastructure owned by the Albany Water Board. The system serves over 100,000 customers. Water System The water system for the City of Albany consists of two supply reservoirs with a combined capacity of 13.8 billion gallons; a 48-inch diameter raw water system conduit, 8.3 miles in length; a filtration plant with a design capacity of 32 million gallons per day (mgd); a treated water supply conduit, 48 inches in diameter and 11.1 miles long; a distribution system containing approximately 370 miles of pipe of various diameters; and treated water storage facilities consisting of an open reservoir and two elevated storage tanks and one standpipe charged by pump stations. Sewer System The sewer system consists of a network of sewers and sewage pump stations that receive approximately 25 mgd of sewage per day from the City for conveyance to two treatment facilities owned and operated by the Albany County Water Purification District (ACWPD). The sewer system includes approximately 900 miles of sanitary, storm, and combined sewers; 30 sewage pump stations; and 22 overflow regulators which carry excess flow from combined sewers to 11 discharge points. The Department operates a Satellite Screening and Disinfection Facility and several floatable control facilities for CSO management. The system is divided into eight districts and lies entirely within City limits. Responsibilities The Engineer performs civil engineering work involving the full range of professional activity in the planning, design, inspection, construction supervision, maintenance and technical review and evaluation of water supply, treatment, storage, and distribution systems; wastewater pumping, collection systems; and storm water management. Incumbents may also be assigned to review consultant and contractor plans and estimates or serve as design and/or construction phase project managers. The incumbent will perform civil engineering activities requiring a high degree of judgment, imagination and resourcefulness in the planning, design, construction, maintenance, and evaluation of complex projects. The Engineer may supervise subordinate technicians and, when assigned to design functions or construction supervision, may supervise a large group of subordinate engineers, technicians, and seasonal construction inspectors. This position works under general direction from the Managing Engineer with wide leeway for independent judgment. Minimum Qualifications Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree in Engineering (Civil, Sanitary or Environmental) and two (2) years of civil engineering experience and/or experience related to water and/or wastewater engineering. A valid NYS Driver’s License is required at the time of appointment and for the duration of employment. Residency Requirement Per City Code § 62-1, all individuals hired by the City of Albany municipal government must be or become residents of the City of Albany within 180 days of hire. Failure to move into the City shall be deemed a voluntary resignation.
